The City of Chico is requesting proposals from qualified firms (Proposer) to provide Professional Engineering Services for the Midway and Hegan Lane Roundabout Project. Services will include but are not limited to design, environmental compliance, right-of-way, PS&E, bidding support, and construction support. The City of Chico recently completed a Traffic Analysis Report to address long-standing congestion challenges associated with travel between commercial and industrial developments in southwest Chico, between Hegan Lane and the Park Avenue/State Route (SR) 99 interchange. The Traffic Analysis Report analyzed current and projected traffic demand along Otterson Drive, Hegan Lane, Midway, and East Park Avenue, and proposed phased intersection improvements that minimize disruption to the current circulation system. One of the proposed improvements is the conversion of the signalized intersection at Midway and Hegan Lane into a modern, multi-lane roundabout. Services to be performed under this PSA will include, but are not limited to the following tasks: Project Management Review of Existing Information Surveys and Base Mapping CEQA & NEPA compliance Utility Relocation Right-of-Way Services (surveys, appraisals, negotiations, and escrow coordination) Coordination with Butte County and Caltrans Local Assistance Final Design and PS&E development (35%, 65%, 95%, 100%, and RTL submittals) Bidding and Construction Support This project is located at the intersection of Hegan Lane and the Midway, just outside of the City of Chico limits, within unincorporated Butte County, and inside the City of Chico’s Sphere of Influence boundary
