Specifications include, but are not limited to: The Statement of Work (SOW), hereinafter referred to as SOW, defines the services required to support the California Public Utilities Commission (CPUC) regarding the Deaf and Disabled Telecommunications Program (DDTP). The Contractor will act as the Primary Program and Contract Administrator (PPCA) for the CPUC, implementing its policy and directives and performing administrative, management, and operational tasks. The CPUC is guided by the Telecommunications Access for the Deaf and Disabled Administrative Committee (TADDAC), an Advisory Committee that advises the CPUC regarding the development, implementation, and administration of the DDTP. This Advisory Committee is made up of ten (10) members consisting of the following representatives: • Three (3) representatives of the Deaf community, • One (1) representative of the Hard-of-Hearing community, • Two (2) representatives of the Late-Deafened community, • Three (3) representatives of the Disability community (including one Mobility Impaired seat, one Speech-to-Speech seat, and one Blind/Low Vision seat), and • One (1) representative of the Commission’s Division of Ratepayer Advocates. The TADDAC makes recommendations on options to control expenses and improve program efficiency. In addition, TADDAC also evaluates the effectiveness of the relay service vendor partner by offering recommendations for service standards. The Commission authorized the TADDAC to make recommendations on future services contract requirements and specifications and advises the CPUC on compliance with the Federal Communications Commission (FCC) Traditional Relay Service requirements.
