V. SCOPE OF WORK A. Background Information Since it was established in 1962, DPH has provided categorically funded health services focused on public health issues relating to reproductive health, communicable disease, emergency preparedness, maternal and child health, environmental health, and animal control. In 2008, in response to emerging health care issues, the department evaluated the provision of its clinical services and developed a strategic plan to meet the needs of the population of the San Bernardino County. DPH worked to respond to identified gaps and increase access to quality, comprehensive health care services by leveraging existing and available resources. Comprehensive adult primary care services were assimilated into DPH at the Ontario Health Center in 2009 and at the San Bernardino and Hesperia Health Centers in 2012. Health Centers must provide required primary health services as listed in Section 330(b)(1) of the Public Health Service (PHS) Act which include: • General primary medical care • Diagnostic laboratory San Bernardino County Public Health Request for Proposal Primary Care Physician Services No. DPHE25-CO-5725 Page 10 of 62 • Diagnostic radiology • Screenings • Coverage for emergencies during and after hours • Voluntary family planning (birth control and sexually transmitted infection [STI] prevention) • Immunizations • Medication-assisted treatment • Well child services • Gynecological care • Obstetrical care • Preventative dental services • Pharmaceutical services • Psychiatry • Refugee health assessments • Case management • Eligibility assistance • Health education
