Specifications include, but are not limited to: Merced County Behavioral Health and Recovery Services (BHRS) is soliciting responses for a provider to implement and deliver Prevention and Early Intervention (PEI) services for youth of Merced County through leverage of state and federal funding to maximize resources through the Mental Health Services Act, Prevention and Early Intervention funded Community Network Program for Youth (CNP-Y), formerly the Innovative Strategist Network for Youth (ISN-Y). The purpose of the program is to ease the navigation of mental health services through community providers and increase access to services for the unserved and underserved in a timely manner. The youth component of the CNP-Y is to provide barrier-free linkages to services, allowing youth to be given the services and supports they need through an open, whole person care, and more customizable version of mental health services delivery. The strategy is for improvements to the system flow, build the infrastructure, develop strategic goals, develop a system-wide approach and build capacity to provide services. The provider will continue and improve the network for youth, enhancing the services currently available in Merced County. All proposed services must target children/youth ages 17 and younger. The Bidder will work in collaboration with the internal BHRS Community Network Program for Adults (CNP-A) team to follow a Framework Model. The guiding framework for the services will be the ABC Framework Model developed from Appreciative Inquiry, Building Capacity and Care Coordination. The Bidder will continue, improve and implement the services for youth, under the renamed Community Network Program for Youth (CNP-Y).
