1. Project Management and Coordination • The Consultant will serve as the project manager and will be responsible for overseeing the preparation of the Consolidated Plan, the Annual Action Plan, and the Citizen Participation Plan. • The Consultant will manage all tasks related to the project, ensuring that all deliverables are submitted on time and in accordance with the U.S Department of Housing and Urban Development (HUD) requirements. • The Consultant will communicate regularly with City staff to ensure progress is being made and any issues are addressed in a timely manner. 2. Preparation of the Consolidated Plan • The Consultant will lead the effort in preparing the 5-Year Consolidated Plan in accordance with the requirements outlined in 24 CFR Part 91, which includes addressing all applicable federal regulations related to housing and non-housing needs, including 25 CFR Part 570. • The Consultant will ensure that the plan reflects the City's priorities, local needs, and strategies for CDBG funding and other federal resources. • The Consultant will assist the City with the integration of the plan into HUD’s Intergrated Disbursement and Information System (IDIS) and will ensure that the final plan is formatted according to HUD’s requirements. • The Consultant will analyze data, conduct needs assessments, and help prepare the necessary tables and narratives for the Consolidated Plan.
