The City of Malibu is interested in contracting with a highly qualified consulting firm to provide post-fire onsite wastewater treatment system maintenance services. These services include pumping septic tanks and/or decommissioning wastewater treatment systems. A. Pre-Work Coordination 1. Conduct a site visit (mandatory per City requirements). 2. Coordinate with the property owner and agency representative. 3. Obtain all necessary permits from the City of Malibu before work begins. 4. Verify system configuration (i.e., septic tank, distribution box, leach field, etc.) with the site plan. 5. Provide the OWTS Fire Damage Assessment Report to determine if the OWTS can be pumped and capped or if abandonment of OWTS is needed. B. Pump and Cap Septic Tank 1. Locate and uncover septic tank and associated components. 2. Pump out the entire contents of the septic tank(s), including solids, liquids, and sludge. 3. Disconnect and cap all inlet and outlet plumbing lines. 4. Cap and seal any risers, lids, inspection ports, or other access points. 5. Properly dispose of all waste at a licensed wastewater treatment facility. 6. Provide documentation of volume pumped and disposal receipt(s). C. Abandonment (Decommissioning) of System 1. Remove the septic tank per Malibu Municipal Code (MMC) Chapter 15.40.170: o If abandoned in place: Pump and slurry fill. o If removal is required: Excavate and remove the tank and restore the site to existing grade. If on a slope or area that may have a surcharge, further site inspection is required. 2. Restore ground surface to site conditions, including soil backfill and re-seeding if applicable. D. Compliance and Reporting 1. Ensure all work complies with local and state regulations (e.g., MMC Chapter 15.40, 15.42, 11.44, State and Regional Water Resources Control Board).
