Specifications include, but are not limited to: At-Promise Youth, ages 9 to 21 At-promise youth refers to individuals who may face various challenges or risk factors that put them at increased likelihood of experiencing negative outcomes such as academic failure, substance abuse, or involvement in delinquent behavior. The term "at-promise" is often used instead of "at-risk" to emphasize the potential for positive outcomes with appropriate support and intervention. System-involved youth ages 12 to 21 System-involved youth are individuals who have become involved with various systems, such as the juvenile justice system, child welfare system, or mental health system. This involvement may include being under the supervision of probation officers, residing in foster care or group homes, or receiving mental health services through government agencies. Transition Age Youth (TAY), ages 18 to 21 Transition Age Youth (TAY), also known as Non-Minor Dependents (NMDs), are individuals between the ages of 18 and 21 who were previously in the foster care system and have chosen to remain under the care and supervision of the child welfare system beyond the age of 18. Non-Minor Dependents have the option to continue receiving support and services, including financial assistance and housing, as they transition to independent living. This population often faces unique challenges related to aging out of foster care, such as housing instability, lack of familial support, and limited access to resources. The goal is to stabilize these youth and their families from a family-strengths perspective, ultimately reducing at-risk behaviors. Contractors shall also use a trauma-informed approach to care and PYD-practices when providing services.
