Specifications include, but are not limited to: Task 1 – Continued Operation and Maintenance oversight of a Computer Aided Dispatch (CAD) System The existing Motorola Premier One CAD was purchased in 2019 to support daily operations of Los Angeles Port Police, enhance public and officer safety, and support efficient use of resources and effective tactical deployment. The system will also support crime analysis, community policing, and information sharing and interoperability with regional law enforcement partners. Consultant’s responsibilities shall include, but are not limited to: • Attend and host bi-weekly meetings with PMs, users, and contractors to sustain an optimal Motorola Premier One CAD system and Mobile Communications System performance. • Review status reports and facilitate discussions with users and vendors to resolve any issues and escalate issues to the project manager as needed. Task 2 – Implementation of a Records Management System (RMS) The existing Motorola Premier One RMS is integrated with CAD and was purchased in 2019 to support daily operations of Los Angeles Port Police, enhance public and officer safety, and support efficient use of resources and effective tactical deployment. The system will also support crime analysis, community policing, and information sharing and interoperability with regional law enforcement partners. Consultant’s responsibilities shall include, but are not limited to: • Attend and host bi-weekly meetings with PMs, users, and contractors to sustain an optimal Motorola Premier One RMS system and Mobile Communications System performance. • Review status reports and facilitate discussions with users and vendors to resolve any issues and escalate issues to the PMs as needed. • Continue the implementation and completion of a RMS and Automated Report Writing System for integration into the CAD system to include a biweekly meeting with PM, users, and contractors or as needed. This RMS should be fully compliant with the Los Angeles Police Department, the State of California, and the Federal Bureau of Investigation crime reporting requirements as per the Uniform Crime Reporting and National IncidentBased Reporting System. • Implement and complete automated field reporting system (AFR) Task 3 – Implementation of a 9-1-1 PSAP for the Harbor Department managed by the LAPP Consultant’s responsibilities shall include, but are not limited to: Complete the 9-1-1 PSAP Primary project for the Harbor Department that will direct all 9-1-1 calls within our jurisdiction to be answered directly by LAPP Dispatchers. This will enhance efficiency, provide direct access to 9-1-1 callers, and improve response times to emergencies. The project includes continued O&M oversite as a secondary 9-1-1 computer telephony system, with dedicated 9-1-1 circuits from AT&T, and other services to configure landline and wireless calls to be routed directly to LAPP Dispatch, including text to 9-1-1.
