Specifications include, but are not limited to: The Arkansas Sentencing Commission (ASC), the Arkansas Department ofCorrection (ADOC) and the Arkansas Department of Community Correction (DCC),through a joint agency agreement, require the services of a vendor(s) to providepopulation projections for traditional prison bed space, regional correctionalfacilities, parole and probation populations, technical violator facilities, and impactassessments of proposed criminal justice legislation on the correctional resourcesof the State of Arkansas. It is the intent to solicit proposals in accordance withspecifications contained in this document. The scope of proposals should includethe following tasks:A. The Contractor shall assist the Arkansas Sentencing Commission in developing10-year population projection of its adult inmate and community supervisionpopulations for adults in State custody using the Contractor s projection model,including but not limited to:1. Establishing, reviewing, and evaluating the fitness of key projectionassumptions and the modification of said assumptions for the model;2. Determining or enhancing the elements of the model (e.g. prisoner intake,prisoner ID s, prisoner statuses, and movements);3. Recommending changes that may be dictated by changes in policies andpractices;4. Determining and analyzing data needed for the model;5. Entering data into the model;6. Assisting in the preparation of automatic loading of the model; and7. Evaluating the reasonableness of the projections
