Several national communication companies began pursuing large-scale fiber and small cell deployments within the City of Sacramento. Based on the applications processed to date, the City anticipates reviewing/authorization the installation of approximately 200 miles of fiber (underground and aerial) and 50 small cell sites (cell tower antennas mounted on City owned street lights) within the public right-of-way annually over the next several years. Each installation requires a permit application that is reviewed and approved by the City’s Development Engineering Division (DE). Once approved, a site license agreement, construction encroachment permit, and revocable permit are issued. Applications are reviewed for compliance with city code specific to telecommunications. The consultant team selected, working under the direction of the City’s Project Manager, will act as an extension of DE staff to manage, review, and administer the issuance of permits necessary to facilitate the above referenced fiber and small cell deployments. Additionally, administrative services may be included as part of this contract to support the program.
