Specifications include, but are not limited to: The San Diego County Probation Department operates two youth detention facilities with a combined average daily population of about 275 incarcerated youth. Incarcerated youth receive free telephone calls and video visitations with family or professional supports (such as an attorney, counselor, or healthcare provider). An average of 377 telephone calls and 164 video calls are conducted each month. Incarcerated youth can use devices such as portable DVD players, video game consoles, tablet computers, and desktop computers for informational, educational, and entertainment. The County of San Diego is interested in a system that: Interfaces with Probation’s existing case management system. Provides comprehensive phone and video communication plus information and entertainment services for incarcerated youth. Integrates phone calls, video visitations, appointment scheduling, requests from youth to staff, access to entertainment such as movies or music, access to legal library research or educational websites, access content to fulfill court-ordered programs, access self-initiated education content. Allows text messaging or viewing of scanned mail and email messages. Has the investigative ability for staff to review communication in and out of our facilities, with industry-leading detection and analytic features. Collects usage data and generates reports on that data including number of overall calls, number calls of calls per person, average length of call, number of videos viewed, length of time used per session. Has security features that allow staff to allow or restrict access. Has durable devices designed for use within detention facilities meaning they must be shatter-proof, resistant to vandalism and tampering, and able to sustain rough handling.
