The City of Carlsbad (City) is soliciting proposals from qualified firms to provide phased consulting services in support of securing a long-term operator for the Palomar Transfer Station. Sustainability is a core part of the City of Carlsbad’s community vision. The City seeks to balance social, economic, and environmental factors while advancing innovative solutions for resource recovery, waste reduction, and recycling. Carlsbad’s Environmental Guiding Principles emphasize that every effort, large or small, contributes to the city’s long-term sustainability and climate goals. The City of Carlsbad maintains a Solid Waste Franchise Agreement with an exclusive hauler serving residential, multi-family, commercial, and industrial customers. In addition, the city has a separate agreement for operation of the Palomar Transfer Station, which receives waste from both franchised and self-haul customers, including solid waste, construction and demolition (C&D) material, and green waste.
