The purpose of this Source Sought Synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 561710 with size standards of $17.5 million.
Note that if VA’s pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA’s VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. §8127.
Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement.
GENERAL REQUIREMENTS:
The National Cemetery Administration (NCA) has a requirement to establish a contract for Riverside National Cemetery, Riverside, California for Pest Control Services. The Contractor shall provide all supervision, labor, supplies, transportation and equipment necessary to accomplish the surveillance, trapping, pesticide application, and pest removal components of the Integrated Pest Management (IMP) Program at the Riverside National Cemetery. All requirements will be specified in the Statement of Work.
The intent is to establish a Firm-Fixed-Price contract for one base year and four (12 months) option periods.
1. Contractors are requested to provide their company capability statement that addresses the organizations qualifications and ability to perform Pest Control Services in accordance with the Statement of Work.
3. Contractors are requested to fill out the attached source sought question document.
2. Provide input on the Statement of Work and provide industry standards. Provide pricing information examples for market research purposes.
The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set aside or full and open competition may be determined. No sub-contracting opportunity is anticipated.
Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran-Owned Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Small Business Administration website: https://veterans.certify.sba.gov/.

Responses to this notice shall not be considered as requests to be added to a prospective bidders list or to receive a copy of the solicitation.
