The County of Sonoma is pleased to invite you to respond to a Request for Proposal for the Permit Sonoma User Fee Study. Sonoma County, located at the northern edge of the San Francisco Bay Area, spans approximately 1,768 square miles and has a population of about 480,000 residents. The County delivers a wide range of services both countywide and specifically to the unincorporated areas. The County is soliciting proposals from qualified consulting firms to conduct a comprehensive user fee study for costs of services provided by Permit Sonoma, the County’s consolidated land use and permitting agency. The scope of work includes reviewing all existing fees for services, developing a new cost fee model for the department, and revising fire prevention and hazardous materials fees to achieve full cost recovery. Additionally, the scope includes performing a detailed cost analysis of the Permit Center and reviewing At-Cost project minimum fees and the monthly billing cycle to improve and streamline existing mechanisms used for cost recovery. The resulting recommendations should provide an equitable and sustainable framework that aligns fees with the department’s true cost of service, ensures cost recovery, simplifying the annual fee calculation process
