The purpose of the proposed project is to develop a program and implementation strategy for SCAG to incorporate an integrated performance-based planning and programming (PBPP) approach into the regional planning process, with a specific focus on enhancing and clarifying the PBPP orientation of the SCAG Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) and Federal Transportation Improvement Program (FTIP). The RTP/SCS and FTIP are primary instruments used by SCAG to plan for, and implement, a regional transportation system that reduces greenhouse gas (GHG) emissions, vehicle miles traveled (VMT), and dependency on single occupancy vehicle travel. Optimizing the alignment of these regional planning tools with a performance-based foundation will serve to fortify SCAG’s ability to achieve statewide and regional climate resilience and sustainability goals. The proposed PBPP technical assistance effort will develop a comprehensive plan to further integrate performance management principles into SCAG’s long-range regional planning activities. Performance-based planning represents a systematic, data-driven process to identify transportation system improvement strategies and optimize regional transportation investments.
