Intersection Traffic Analysis and Design Scoping This task involves reviewing recent traffic counts obtained by the City for the subject intersection in order to prepare phasing plans and phasing plan alternatives. This analysis shall also include a review of both the City of San Mateo’s Bicycle Master Plan and the City of Burlingame’s Bicycle and Pedestrian Master Plan. The counts will also be used to identify potential safety enhancements that the project may address. The data gathered and analyzed as a part of this scope should consider fully built out bicycle facilities on both Delaware Street and the Peninsula Avenue corridor in the long term. The traffic analysis shall include collecting new traffic counts for the Peninsula Avenue/N Delaware Street intersection and a review of any City traffic data requested by the consultant to propose signal operations that align with the current roadway configuration. The traffic analysis shall also incorporate the proposed buffered/separated bike facilities along both Delaware Street and Peninsula Avenue (from the City of San Mateo’s 2020 Bicycle Master Plan and the City of Burlingame’s 2020 Bicycle and Pedestrian Master Plan) to propose a future signal operation alternative. The goal of both of these analyses is to design the traffic signal in a way that will accommodate current and future operational needs, either in a way that can be accommodated in the current proposed signal operations or in proposing equipment that will meet future needs. The proposed signal operation should incorporate pedestrian and bicycle safety elements, include a review of recommendations made in the City’s Local Roadway Safety Plan (LRSP). The proposed operation should also review the need for dedicated turn pockets, and preliminary design options should be able to outline the advantages and disadvantages of these elements, such as the need to modify the roadway alignment or to remove parking. Deliverables: • Analysis of existing conditions and up to 3 alternatives with and without bike facilities on Peninsula Ave and Delaware St • Traffic analysis and operations memorandum (draft and final) • Basis of design memorandum (draft and final) Stakeholder and Community Engagement The City would like the project to move forward with active community engagement and support, including the involvement of the City of Burlingame and its’ residents that may be affected by the project. A community outreach plan shall be included as an item in the scope of services. This plan will accomplish collecting feedback from the immediate and surrounding neighborhoods, as well as, important stakeholders including nearby schools, San Mateo Consolidated Fire, San Mateo Police Department, Recology, and the City of Burlingame. The consultant will assist City staff in developing an outreach plan that demonstrates equitable community outreach strategies that have been successful in other communities for this type of project. The consultant will be responsible for producing all print and digital materials, analysis of results, and developing design solution alternatives as a part of the engagement efforts at an early design stage. City staff will also require assistance engaging the community via the City’s social media and online platforms. Some of these include Twitter, Facebook, Instagram, Nextdoor, and the project page on the City’s website. The consultant shall plan to assist in the development of the project webpage and prepare a survey (online and mailed versions) to gather community concerns and input early in the design process from the surrounding neighborhood residents. Mailed surveys shall include residences within ½ mile of the Peninsula Avenue/N Delaware Street intersection (approximately 7,500 recipients). The online survey shall be advertised via NextDoor social media posting and posterboards at the intersection. This task shall also include compiling, analyzing and reporting survey results for use during design and in other outreach efforts. Following the 50% design submittal, the consultant shall plan to hold a community meeting and present the project at the Sustainability and Infrastructure Commission. This shall include efforts to prepare and distribute text, simplified design layout and community meeting advertisement for use in informational mailers (using the same ½ mile radius, ~7,500 recipients), project webpage updates, social media posts, and posterboards. The consultant shall also plan to prepare materials and lead meetings with the San Mateo Sustainability and Infrastructure (S&I) Commission, stakeholders, and community members at this phase in design. These meetings will be open to the public and nearby neighborhood residents for feedback. Stakeholder outreach shall, at a minimum, include schools, San Mateo Consolidated Fire, San Mateo Police Department, and Recology. The community meeting and stakeholder outreach shall be scheduled prior to the S&I Commission meeting and include preparation of all support/outreach materials and text for mailers/notices/social media. The S&I Commission meeting presentation shall incorporate feedback received during the community outreach and stakeholder meetings. Upon completion of the on-site community engagement, stakeholder, and S&I meetings the consultant will prepare a matrix of the feedback received, response to each feedback item, and propose action items to City staff for further development of the project plans. For the 90% design submittal, the Consultant shall prepare and distribute informational flyers to the previous distribution area, project webpage updates, and social media posts. The consultant shall also allow for an optional second S&I Commission meeting with the same level of effort as the first meeting and report any new design changes resulting from resident feedback. For the 100% design submittal, the consultant shall prepare and distribute informational flyers to the previous distribution area, project webpage updates, and social media posts informing residents that the project design is complete and will be advertised for bidding. The City sees this task as a critical aspect to the success of the project and is seeking to resolve relevant community feedback to the project. The consultant should clearly describe the outreach plan strategy in the Scope of Services and include a detailed breakdown of this task in the schedule and cost proposal. Deliverables: • Timelines for proposed meeting dates, material development, print dates, mail dates, commission dates, staff report due dates, etc. • Text and supplemental materials for survey, mailers, social media/online platform posts, periodic updates to project website, etc. • Materials and visual aids for community/stakeholder outreach, S&I commission meetings (Stakeholder outreach and S&I Commission meeting after 50%) 90% and 100% follow-up noticing.
