The County is soliciting sealed Statements of Qualifications (SOQ) from qualified individuals or organizations (hereinafter referred to as “Respondents” or “firms”) to provide Patients’ Rights Advocate (PRA) services in support of the County’s Health and Human Services Agency (HHSA) Behavioral Health Division (BHD), to recipients of mental health services within the County’s jurisdiction. Respondents must demonstrate relevant experience in advocating for the rights of recipients (hereinafter referred to as “Patient(s) or Client(s)”) of mental health services within the County’s jurisdiction, including knowledge of applicable federal and state laws, regulations, and procedures. Experience working with California local governments and familiarity with the Lanterman-Petris-Short (LPS) Act is highly desirable. Services may include direct Client advocacy, education and outreach, complaint investigation, representation at hearings, and consultation with BHD professionals and facilities. The purpose of this Request for Qualifications (RFQ) is to establish a Qualified List (hereinafter referred to as “QL”) of experienced Respondents who can provide PRA services on an as-needed basis.
