Program Design – Bidder shall perform all services and fulfill all responsibilities for Patients’ Rights Advocate services pursuant to Federal mandate and in accordance with W&I Code, commencing with Section 5520. The duties shall include, but not be limited to: • Act as an advocate for individuals who are unable or afraid to file a complaint. • Receive and investigate and resolve complaints received from individuals about violations or abuse of their rights and/or to cause the investigation of such complaints. • Monitor facilities for compliance with patients’ rights, laws, regulations, and policies. • Provide training and education about patients’ rights to County health providers. • Assist staff in ensuring that all individuals are notified of their rights, including the right to contact the Advocate and the California Office of Patients’ Rights. • Act as a consultant to mental health professionals in the area of Patients’ rights • Act as a liaison between the facility’s advocacy program and the California Office of Patients’ Rights. • Provide advocacy and representation for patients involuntarily hospitalized during certification hearings, for those requesting to file a writ of habeas corpus with the Superior Court, and for those for whom a Capacity Hearing is indicated. • Conduct monthly meetings with the Quality Assurance Supervisor, or designee to coordinate the provision of advocacy services. • Attend statewide Patients’ Rights meeting(s). • Demonstrate the ability to keep a written log of activities to be provided at time of invoice. • Be able to attend MCBHRS Quality Improvement Committee (QIC) • Meet or talk by phone with clients who are having their conservatorship renewed. • Meet with health services clients at a mutually agreed-upon location, including the option to use interview rooms at 5362 Lemee Lane, Mariposa, CA, during regular business hours (Monday - Friday, 8:00 am – 5:00 pm) • Participate in DHCS Medi-Cal reviews and annual External Quality reviews upon request. • Supply a cellular phone and a laptop computer from which to conduct business. MCBHRS will provide free Wi-Fi internet access in the main office.
