4. SCOPE OF SERVICES The Parks and Recreation Master Plan will require a broad assessment, including citywide evaluation and inventory to identify parks and recreation resources, deficiencies, and opportunities. The selected consultant will be expected to maintain an open dialogue with the City’s project team to ensure the updated Master Plan reflects the vision and priorities of the City and its citizens. The City has developed a general scope of services section identifying the minimum tasks that the City believes needs to be performed by the selected consultant. If the consultant feels that the project can be enhanced by the addition of new tasks or the deletion of any of the specified tasks, such information should be included with their proposal. Following the firm selection process, a meeting will be held with the successful consultant team to negotiate the final scope of work and a contract for services. Therefore, the City reserves the right to revise the final scope of work. Proposed work plans should incorporate the use of technology (i.e., electronic surveys, use of web for Master Plan progress, online meeting software, use of infographics) for effective communication and maximum stakeholder involvement while minimizing Master Plan costs. The scope of work shall consist of, at a minimum, the following tasks: A. Establish Master Plan Vision and Goals 1. Review applicable studies, plans, policies and documents and identify relevant background information, goals, and purpose for the master plan. oIncorporate themes of equity, inclusion, accessibility, maintenance and sustainability. o Consider emerging trends and best practices for recreation, community and wellness. oIncorporate goals of 2040 General Plan. B. Assess and Inventory Existing Conditions 1. Develop a park and facility assessment template, and share with city staff for review and approval prior to conducting inventory and assessment. 2. Conduct a thorough inventory and evaluation of existing parks and recreation facilities. This analysis should assess each amenity—such as benches, playgrounds, ball fields, sports courts, trails, irrigation, etc.—by examining the total quantity and type of amenity, their capacity, functionality, accessibility, condition, and remaining useful life.
