A) Data Collection and Assessment of Existing Conditions • Conduct a project kick-off meeting with City project team to confirm project requirements, project schedule and clarify roles, responsibilities, and expectations. • Review and incorporate findings from previous studies and reports (General Plan, Trails and Open Space Draft Plan, Downtown Specific Plan, City Council goals, SHAPE committee report, etc.) where appropriate. Plans will be provided by staff project team. • Conduct an inventory and assessment of all existing parks, community facilities, trails and open spaces, and accompanying amenities. o This includes ten City parks, three small recreation buildings, a public library, a proposed trail system, and accompanying assets within each of those facilities. Shared community spaces (ex: school district) should be evaluated and considered for future programming opportunities. • Review and analyze the existing Draft Trails and Open Space Master Plan. Provide recommendations, based on best practices, to move from draft into implementation phase. • Assess the Community Services Department’s current level of programs, services, and maintenance in relation to present and future goals, objectives and directives. • Review current parks maintenance services and assess how best to efficiently and effectively meet maintenance standards and future improvements/development. • Consider industry best practices and emerging parks and recreation trends and incorporate into the plan as appropriate B) Community Needs Assessment • Develop a community-wide needs assessment to identify community interests, needs, issues, and satisfaction related to parks, community facilities, programs, and events. • Collect and analyze information on park use, access, needs, improvements, operations, maintenance, land use trends to inform recommendations. • This assessment should be considered a baseline and one of several feedback tools utilized to determine needs, wants, and future enhancement or development. • The assessment shall be available to residents both in English and Spanish, electronically and in print form. The Consultant will be responsible for providing Spanish translation.
