The major tasks for this work effort include: A. Baseline Assessment and Project Administration a. Define the Master Plan's background and purpose, including its connection to other Town-wide plans, including the Moraga Center Specific Plan and the 2040 General Plan. b. Review existing and future conditions/issues. c. Evaluate existing documents, including those previously mentioned and other relevant Town-wide plans. d. Provide the Parks and Recreation Commission with a presentation of your approach to the planning process and provide two (2) progress reports throughout process. e. Present approach to Master Plan to Town Council and provide two (2) progress reports. f. Participate in progress meetings with the Parks and Recreation Director as often as necessary, but not less than once per month until the final plan is approved. g. Supply the Parks and Recreation Director with at least one (1) copy of all completed or partially completed products as deemed necessary by the Parks and Recreation Director at least five (5) working days before each progress meeting. The Parks and Recreation Director shall schedule the meetings, as necessary, at key times during the development of the Master Plan. B. Inventory of Existing Facilities a. Conduct an on-site visual analysis of existing parks, Town facilities, open space areas, trails, park amenities, etc. i. Produce an inventory and assessment incorporating Geographic Information System (GIS) point data. ii. This should consider the capacity of each amenity, as well as their functionality, accessibility, condition, convenience, and useful life. b. Conduct an inventory of public open space areas within Town boundaries, not managed by the Town, including current uses. c. Conduct an inventory of flora and fauna that utilize or could utilize Moraga public lands, with appropriate recommendations to encourage growth.
