Specifications include, but are not limited to: The City of Carlsbad is seeking proposals from qualified consulting firms to provide professional services in the development of a parks & recreation needs assessment and comprehensive action plan. The plan should create a guide for ensuring an appropriate balance of programs, facilities and amenities. The plan also should include measurable strategies to achieve recommendations, goals, policies, and guidelines to achieve the appropriate balance of programs and facilities. The prospective consultant will collect and analyze data from the extensive needs assessment to develop a clear set of recommendations for the citys park system, including historic parks, open space, trails, recreation facilities, senior center/services, and program development for the period of the next ten years.
