The professional services provider will be required to perform the following: 1) Provide a minimum of (3) staffed parking enforcement vehicles operating within the City seven days a week, 24 hours a day from Memorial Day through Labor Day (late May – early September) 2) Provide a minimum of (2) staffed parking enforcement vehicles operating within the City from 10 a.m. – 8 p.m. seven days a week between Labor Day and Memorial Day (September – May) 3) Conduct parking enforcement services in accordance with all parking regulations and ordinances throughout the City, including business areas, residential communities, beachfront roadways, and Pacific Coast Highway. 4) Coordinate with City staff and the Los Angeles County Sheriff’s Department to develop coverage schedules to maximize effectiveness and prevent duplication of effort. 5) Conduct operations with handheld citation-issuance devices to ensure citations are being administered and tracked through the Turbo Data ticketPRO service being utilized by the City. 6) Initiate vehicle tows, if possible, or work with the Sheriff’s Department to remove vehicles creating public safety concerns (i.e. blocking driveways, blocking fire hydrants, blocking ingress or egress to areas meant for the general public). 7) Participate in community meetings, as needed, to provide insight on parking enforcement operations and gain knowledge about areas where additional parking enforcement will be required. 8) Be available to the City’s Public Safety Department, the Los Angeles County Sheriff’s Department, and Los Angeles County Fire Department and Paramedics to respond to requests for service during operation periods, which include scaling up or scaling down enforcement. 9) The scope of services does not require the contractor to administer administrative hearings for contested parking citations; however, the City may require the contractor to participate in such proceedings as needed.
