Specifications include, but are not limited to: The Contractor will provide the following for in-person training: (a) In-person training will be conducted in California. The exact venue will be agreed upon between the contractor and the DIR PSM. Possible locations are, but may not be limited to, Concord, Oakland, Los Angeles, Santa Ana and San Diego. (b) In-person training will be led by a minimum of one (1) instructor at the location in a classroom setting. (c) In-person training will have a maximum of thirty (30) attendees excluding the instructor(s). (d) In-person training cost will include all costs associated with the training including, but not limited to, instructor travel, applicable taxes, training materials, etc. (e) In the event that in-person training cannot be conducted for a module due to COVID or other restrictions from meeting in-person, contractor will provide the training online, see section 2 below. Online training will only be conducted with prior written approval of the DIR Division representative. (f) The entire training shall be composed of nine (9) modules. Each module will be scheduled separately but no later than three (3) months apart within the life of the contract. The first module will be conducted six (6) months after the execution of the contract. The exact date(s) will be agreed upon between the contractor and DIR. See Exhibit A Attachment 1 for the proposed schedule. (g) If training will be conducted for a whole week, training will start at 1 pm on Monday and end at 12 noon Friday to allow for travel. (h) List of topics for each Module and the required minimum number of hours for each: 1) Fundamentals of Process Safety Management – 24 Hours minimum 2) Process Hazard Analysis (PHA) – 24 Hours Minimum 3) Layers of Protection Analysis (LOPA) – 16 Hours Minimum 4) Independent Layers of Protection (ILP) – 16 Hours Minimum 5) Hierarchy of Hazard Control (HHC) – 16 Hours Minimum 6) Management of Change (MOC) and Management of Organizational Change (MoOC) - 16 Hours Minimum 7) Pre Startup Safety Review (PSSR) – 8 Hours Minimum; The Contractor will provide Virtual Training as replacement to an In-person Training module only when In-person training is prohibited. (a) Any virtual training must be approved by DIR prior to conducting the training (b) Approval for any virtual training will be on a per module basis (c) Each module will have a minimum number of hours as stated in the In-Person Training see Section 1 In Person Training (h) above (d) Daily training will have a maximum of four (4) hours per day and scheduled with approval by DIR (e) Online delivery will be done using Microsoft TEAMS or an equivalent platform with approval from DIR (f) All modules will be the same as that of the In-person training (g) All subject matter in each virtual module would be the same as their Inperson module (h) A virtual training module replacing an In-person module will conform to the schedule that the In-person module was scheduled for, found in Exhibit A Attachment 1 – Proposed Schedule
