Specifications include, but are not limited to:The Community Corrections Center is a one-stop reporting center consisting of multiagency collaboration where offenders are provided with orientation related to their formal supervision requirements, assessment of their criminogenic and other needs, cognitive-behavioral therapy, and supervision in a coordinated fashion. The agencies include, but are not limited to, General Assistance, housing assistance, mental health and alcohol and drug assessments, access to alternative custody programs and supervised release of pretrial offenders. The Day Reporting Center will be an intensive program within the CCC that may include, but not be limited to, assessment of individuals; individual, group and cognitive behavioral interventions; substance abuse education and treatment; employment and educational services; anger management; coping skills; life skills; family and parenting skills; community connections; in-person daily reporting; and alcohol and drug testing. The Contractor must possess and maintain a working knowledge of the current best practices in the field of offender supervision and a comprehensive understanding of the issues related to recidivism. The Contractor must also maintain professional relationships with law enforcement and other Shasta County community-based offender rehabilitation organizations and programs. One of the legislative intents of AB 109 is to maximize the role of evidence-based intervention strategies to effectively reduce criminal recidivism. Correctly assessing the needs of this new offender population and then providing appropriate services are primary to addressing public safety and recidivism concerns in Shasta County. Because the specific needs of this offender population are somewhat unknown, specific implementation Shasta County RFP 16-06 Page 5 of 31 strategies are difficult to enumerate in this plan. However, criminal justice research and our public safety experience suggest some core program elements that should be addressed for most if not all offenders. As additional needs are identified and quantified in the new population, service agreements, community collaboration, and program development efforts will be initiated to meet these needs
