Specifications include, but are not limited to: The purpose of this RFP is to obtain proposals for the property management of the James R. Mills Building and Auto Park (also known as the Mills Building). A Joint Powers Agency (JPA) called the San Diego Regional Building Authority (SDRBA), a public agency, is the owner and ground lessee of certain real property improvements of the Mills Building. SDRBA is comprised of both San Diego Metropolitan Transit System (MTS) and the County of San Diego (County). The Mills Building is occupied by the County and the MTS. The project shall consist of comprehensive property management of a 10-story, 183,245 SF, high-rise and parking structure. Services shall include the operation, maintenance, management, repair, and replacement of mechanical systems of the project and improvements in a first-class, high-quality manner in keeping with the standards maintained by other first-class, high-quality properties of similar kind and location. Additionally, a portion of the ground floor is subleased by MTS to a private retail tenant. The facility also includes a 1,000-space parking garage. While primarily utilized by the building tenants on a monthly parking basis, the garage also is available for other off site, monthly and daily users, and is available for general public use, particularly as overflow parking for Petco Park, the convention center and other downtown activities. The Auto Park is currently managed by Ace Parking. The property management company shall serve as an independent contractor to the JPA. The property manager shall develop a budget subject to the approval of the JPA for each fiscal year. All aspects of the anticipated expenses to be incurred in the operation, ownership, and management of the property improvements including capital expenditures and heavy maintenance shall be set forth in the budget. No expenses may be incurred except as provided in the budget or otherwise specially approved by the JPA. The current year's budget and a copy of Fiscal Year 22-23 Cash Flow Statement are provided as ATT 2. The property management company shall provide a property manager, a chief engineer, and assistant engineer. The duties and responsibilities of the current personnel in those positions are set forth in Sections 5.2 and 5.3 of the Scope of Work. The property management company is responsible for supervision and direction of contracted staff. Including but not limited to, janitorial services, security services, parking services, construction contractors, preventative maintenance service contractors, and all other necessary contracted services.
