1.1 Concept of Operations for the Berkeley Parking Pricing and Real-Time Guidance ProjectWork with City staff to complete a Concept of Operations document that clearly documents stakeholdersviews of system operations. In developing the Concept of Operations, the consultant, with assistance fromCity staff, will conduct up to ten (10) interviews with internal and external stakeholders to betterunderstand the project needs and define project requirements.1.2 Systems Engineering Management Plan (SEMP) for the Berkeley Parking Pricing and Real-Time Guidance ProjectLead SEMP development with assistance and review from staff and the project s IT/ITS Working Group.The SEMP will provide a detailed development and implementation plan for the IT/ITS elements of theproject that focus on data collection, management, storage, and integration/sharing, including provision ofreal-time parking information for municipal parking garages.1.3 Additional SEMP-related tasks as neededAdditional tasks may include coordinating submittal of SEMP and making changes as needed to obtainFHWA approval.2. Develop data collection and monitoring planDevelop a data collection and monitoring plan for on-street parking occupancy and turnover during projectimplementation. Consultant shall consider use of various technologies and methods, including use of license platerecognition technology, conventional observation methods, and the derivation from proxy citation and meterrevenue data. Prepare a detailed, cost-conscious recommendation for approach and implementation.3. Develop pricing policies for on- and off-street facilities and implementation strategyDevelop a detailed pricing policy and implementation strategy (including draft ordinance language) based onstakeholder feedback, existing conditions, best practices in other communities, and current policy research.Collect policy research and documentation of best practices. Attend up to six (6) stakeholder meetings to developand refine the policy and implementation strategy.4. Provide additional guidance on project implementationGuidance may include development of equipment specifications, coordination with other agencies, such asMTC s 511 program, assistance with writing requests for proposals or invitations for bids. Team may also workwith Communications consultants to devise public relations/communications strategy No additional specifications were given.
