The City of Portland, Bureau of Emergency Communications is seeking proposals from individuals, firms, teams or consultants, hereafter called “Proposer(s),” with demonstrated experience in Continuity of Operations Plan development and proposes to engage the successful Proposer for the following services: The successful Proposer will be responsible for developing individual Continuity of Operations Plans for five Public Safety Answering Points (PSAPs) in the Portland/Vancouver urban area. Using an all hazards approach, the plans should support and enhance the PSAPs’ capabilities to facilitate the performance of 9-1-1 call-taking, associated follow up calls, and public safety dispatching with minimal interruption of service during an emergency, regardless of scope and size. This project should include a review and assessment of the current PSAPs’ COOP plans, which may vary from rudimentary to non-existent, and provide supporting departmental documents to ensure compliance with Federal guidelines and existing industry standards as well as ensure continuing interoperability with all other urban area and neighboring PSAPs. All project components must be completed within six (6) months of notice to proceed, but no later than March 31, 2010.
