Services Description Describe your experience in providing the following Federal Grant Management services: • Preparing HUD reports, such as Annual Action Plan(s), Consolidated Annual Performance Evaluation Report (CAPER), Section 8 Management Assessment Program (SEMAP) • Integrated Disbursement and Information System (IDIS) reporting • Real Estate Assessment Center (REAC) reporting • Voucher Management System (VMS) reporting • Housing Opportunity Through Modernization Act (HOTMA) implementation • Public Housing Agency Administrative Plan updates Description of Duties CDBG, HOME and HOME ARP: • Provide on-site staffing with additional on-call staff support to help keep the City’s CDBG, HOME and HOME ARP activities to stay on task and on schedule. • Participate and respond to necessary requests for comments on any CDBG, HOME and HOME ARP plans, agreements and reports • Support capital improvement projects • Support housing rehabilitation and repair projects • Support affordable housing projects • Support with the preparation and review of the Annual Action Plan’s (AAP) and Consolidated Annual Performance Evaluation Report’s (CAPER) • Assist with IDIS activities review and submittal of AAP’s and CAPER’s • Completing and submitting HUD labor compliance reports, environmental assessments and financial reports as necessary • Monitoring of subrecipients and CHDO projects • Monitoring of Davis-Bacon and/or state prevailing wage compliance requirements • Responding to requests for information from auditors and other regulatory agencies • Responding to monitoring reports, findings, and concerns provided by HUD • Performing general program administration and coordination with HUD • Conducting staff training – including training for financial staff and program staff if requested • Conduct monitoring of the HOME funded Affordable Housing Units • Conduct on-site inspections for the HOME funded units Housing Authority of the City of Baldwin Park (HACBP): • Provide on-site staffing with additional on-call staff support to help keep the Housing Authority’s rental assistance programs to stay on task and on schedule. • Participate and respond to necessary requests for comments on any HACBP plan(s) and report(s) • Assist staff with waiting lists management • Assist staff with new lease and contract agreements • Assist staff with conducting Housing Quality Standards (HQS) and Uniform Physical Conditions Standards (UPCS) unit inspections • Assist staff with conducting Quality Control reviews and assessment related to SEMAP • Support project-based vouchers (PBV) projects • Support Section 8 Housing Choice Voucher (HCV) program • Support HACBP’s Administrative Plan updates • Be aware of Housing law changes and provide regular updates to staff and initiate plan amendments as necessary such as HOTMA implementation and NSPIRE inspections • Explain program regulations, status on waiting list, tenant responsibilities, and other pertinent information to applicants, recipients, landlords, housing agents, and the general public; on the basis of observation and need expressed
