t is the intent of this RFP to describe the professional engineering consultant services needed to fulfill the responsibilities of Owner Advisor for the Dewatering Improvements Project (Project). The East Bay Municipal Utility District (District) has committed to build a new dewatering facility at its Main Wastewater Treatment Plant (MWWTP) to replace the existing dewatering facility and has chosen to implement the Project through the progressive design-build (PDB) collaborative delivery method. The Project will be the first project implemented by the District using PDB, and therefore the District is soliciting the services of an Owner Advisor (OA) to guide the District through the PDB process and provide support and expertise for the Project. The District has chosen the PDB method to achieve the following benefits: • Selection of the PDB team through a qualifications-based process, resulting in the most qualified team designing and constructing the Project rather than selection based on the lowest responsive bid. • Earlier understanding of the true project cost and improved mechanisms to control that cost, with greater transparency regarding why costs increase or decrease. • Better identification of project risks and assigning those risks to the entity (District or PDB team) best positioned to mitigate them. • Opportunity to bring innovative ideas that can reduce cost, shorten schedule, or improve the end product and overall value. • Opportunity to improve the District's Contract Equity Program (CEP) participation during the Project.
