Specifications include, but are not limited to: This volunteer annex will be designed for use by the Orange County Operational AreaEmergency Management Organization during the planning, response and recovery phasesof emergency management for all hazards. This annex will focus on the mobilization, coordination and referral of spontaneousvolunteers and service programs. While this annex will mention and describe all affiliatedvolunteer programs such as CERT, requests and membership of that program isaddressed in the CERT Mutual Aid Plan Annex in 2008.There are many pieces to the scope of this project including but not limited to:o Creation of written annexo Facilitation of County workgroup meetingso Development of Emergency Volunteer Center (EVC)o Development of EVC template for citieso Formso Development of EVC kitso Development and delivery of EVC trainingo Merging of the affiliated CERT Mutual Aid plan with this plan.
