City-owned property at 1 Kentucky Street, Vallejo, CA 94590 Option A: Sale and relocation of the Herbert House building OR Option B: Lease of the entire property at 1 Kentucky Street, with rehabilitation of Herbert House, for a period of up to 15 years While additional aspects of the work needed to rehabilitate Herbert House will vary depending on the proposed use, the rehabilitation of Herbert House that will be part of the agreement with a successful respondent should include the items on the list dated Jan. 23, 2025 by the City Chief Building Official (Attachment A). The work items on the list are the minimum items or scope needed to bring the property to a warm grey shell and create a starting point for the selected user’s tenant improvement build-out. The list includes electrical service and distribution modernization, installation of a HVAC or split system, replacement of bathroom fixtures, stabilization or replacement of select handrails, and replacement of broken windows. Depending on the proposal concept, planning entitlements may be required and may include Architectural Heritage and Landmarks Commission (AHLC) review prior to preparing construction documents. This may include AHLC meeting attendance and bimonthly project meetings with City staff. The selected entity will be required to provide City economic development staff with a complete entitlement package, building permit plan set, and updated construction schedule through the implementation of the project. The property is currently zoned Public/Semi Public, and it is anticipated that land use approvals will be required. Compliance with all applicable Federal, State, and local laws, rules, and regulations is required.
