The City of Huntington Beach (City), Surf City USA®, operates three (3) miles of beach and is well known for its surf culture and as a tourist destination receiving over 11 million visitors each year. The Huntington Beach Community & Library Services Department provides outstanding programs, services, and facilities to enhance and enrich the lives of our residents and visitors. The Department distributes the SANDS Recreation, Community & Library Services Guide to approximately 80,000 households and post-office boxes within the City. Camps, lessons, programs, and classes offered for a profit at a City park, beach, or facility must be authorized by the Community Services Director per HBMC 13.48.100. The goal of this Request for Proposals (RFP) is to award up to six (6) agreements to qualified instructors and/or businesses interested in operating permitted surf camps, lessons, and programs to the Huntington Beach community. This opportunity is to provide safe, enjoyable, and high-quality surfing programs at reasonable prices to the public while fairly allocating limited oceanfront resources. The City has identified six (6) areas of the City beach where instruction can safely be performed.
