The selected consultant will provide comprehensive technical analysis, policy development, and community engagement services. The scope of work includes: • Review and Assessment of existing goals, policies, and background information in the Open Space and Conservation Element to identify areas for amendment and alignment with current legislation. • Research, data collection, and needs assessment related to open space use, access, equity, climate resilience, wildlife coexistence, dark sky preservation, and hillside conservation. • Community engagement and outreach, including inclusive and collaborative processes with community members, stakeholders, City staff, and relevant City Commissions. • Development of metrics, goals, recommendations, and implementation actions that support sustainable land use, conservation strategies, and equitable access to natural resources. • Preparation of draft and final updated Element language, as well as presentations to Commissions and the City Council. • Compliance with CEQA and required environmental review, in coordination with the City’s Planning Department.
