It is expected that the Consultant will provide the requested services, but may not be limited to the following: • The Consultant shall dedicate at least one (1) day a week to perform all sterilization surgeries. The City will supply all materials, equipment, and personnel necessary for the performance of services as described. The Consultant shall bear all costs for any necessary permits, insurance, taxes, and all matters required for compliance with the agreement. • Follow all mandates of the California Veterinary Medicine Practice Act. • Maintain a current Veterinarian License, as required by the California Veterinary Medical Board. • Maintain a controlled substance Registration Certificate, as required by the U.S. Department of Justice, Drug Enforcement Administration (DEA). • Maintain a working relationship with the Deputy City Manager, Code Compliance Manager, Shelter Supervisor, or other designated staff, and together create an in-shelter treatment protocol manual. • Approve euthanasia of in-shelter animals that are severely sick, injured, old, feeble, temperament, and unadoptable, including animals that show signs of congenital or hereditary conditions that will adversely affect their health. • Allow the Code Compliance Manager, Shelter Supervisor, registered veterinarian technician or other designated staff, to order in-shelter medications, vaccines, etc. under the Veterinarian license, with his/her approval. • The Consultant reserves the right to conduct inspections of the facility and/or records as necessary to ensure compliance with all terms of this agreement. • The Consultant shall provide a low-cost rabies clinic on site once a month for residents. • Allow Animal Control Officers to utilize Chemical immobilization techniques during the scope of their duties. • The Consultant shall grant the City use of their Veterinary Premise Permit, for the facility located at 11011 Santa Fe Avenue East, naming the Consultant Veterinarian as the Managing Licensee as required by California Veterinary Medical Board. • The Veterinary Premise Permit shall be displayed in a designated area as described by law. • Copies of the Veterinary Premise Permit shall be provided to the City. The Consultant shall maintain the premise permit to ensure that it remains current throughout the term of the agreement. Spay and Neuter Services: The Consultant shall dedicate at least one (1) day a week to perform all sterilization surgeries. The Consultant shall provide spay and neuter services at a minimum of twenty (20) sterilizations a day but shall not exceed thirty (30) in a day. All sterilizations shall include: (a) a physical examination of the animal (b) an antibiotic injection (c) all after-care including suture control, licking problems, infections, and other normal procedures, (d) repairing re-opening of incision sites (at no charge to the City) for those animals with ecollars. The Consultant may not charge the City any additional fees for animals that are obese, geriatric, pregnant, or exhibit any of these conditions: uterine infections, estrus, retained testicle(s) or hernias. The Consultant shall provide spay and neuter services for animals that have been adopted, redeemed, or rescued from the City, but have been deferred for sterilization by City staff or Veterinarian. No exclusivity is stated or implied. Telemed: The Consultant shall provide Telemed services during normal Shelter business hours. The Consultant shall provide medical direction and prescribe medicine to shelter staff for use of the subject animals.
