a) The Consultant shall perform professional and technical services required for Environmental Engineering Analysis Services, on an “as-needed” basis to support Caltrans, HQ Division of Environmental Analysis, District 43, in the development and maintenance of Caltrans Headquarters corporate products and guidance solutions such as manuals, policy, templates, environmental reference guidance, that the HQ offices will develop and support as critical tools for the local districts to utilize as their project delivery solutions statewide. b) The Consultant shall assist in developing and revising Caltrans guidance documents, policies and procedures, specification language, environmental Programmatic assessment document templates, and associated support activities necessary for Caltrans to comply with requirements of the National Environmental Policy Act (NEPA), the California Environmental Quality Act (CEQA). Environmental Engineering Analysis and support activities shall be in compliance with federal, state, regional, local, and other applicable statutes, laws, codes, regulations, policies, procedures, ordinances, standards, specifications, performance standards, and guidelines. The Consultant shall also assist with the development of models, processes, perform investigation and research to comply with laws, regulations, and decrees in support of district guidance material and Caltrans Headquarters corporate products.
