1. It is the intent of this Request for Proposal (RFP) to select multiple on-call Contractors and issue multiple contracts to qualified Contractors for each or grouped District(s) depending on Contractor’s proposed services, equipment, and preferred assignment. The number of awards will be determined by the quality of the proposals received. It is important to emphasize that because the resulting contracts are for on-call services, the resulting contracts will not guarantee a minimum amount of work, or any work at all. 2. The District maintains and is responsible for approximately 1000 miles of paved and unpaved roads within San Bernardino County. Winter snowfall, freezing rains and below freezing temperatures necessitate routine, and sometimes numerous occasions, emergency snow plowing, road cindering, storm drain clearing, and other road related maintenance services. San Bernardino County covers an extensive area, from the urbanized valley to the uninhabited upper deserts and mountain areas, where most of this work would be performed. The main areas for the road districts include the communities of Crestline, Cedarpines Park, Deer Lodge Park, Lake Arrowhead, Twin Peaks, Running Springs, Wrightwood and Big Bear Areas (as further described in Exhibit C). 3. The requested snowplowing, snow removal and storm cleanup services relating to snow, rain, flood, wind, storm, hurricane, and other related events are further defined in Section V, Scope of Work, of this RFP, and which shall generally consist of snowplowing, snow removal, ice cindering, storm, snow and ice melt runoff maintenance and repairs to roads and drainage facilities, berm repairs, and other emergency cleanup and repair services as required. 4. The proposal shall demonstrate each Contractor’s qualifications, background, equipment, and experience with snow plowing/road maintenance and storm cleanup services. Contractors will also demonstrate that they have the appropriate licensed staff to operate the required equipment in a safe manner and are readily available during anticipated storm events on short notice.
