The selected experienced and qualified firm will be tasked to provide professional services for Valley Water’s Quality Assurance Officer Services (Project). Valley Water generates a large volume of sediment during annual dredging of creeks and percolation ponds in the Santa Clara Valley under the Stream Maintenance Program and Raw Water Operations. Some of this sediment may be suitable to construct South Bay Salt Pond Restoration Project (SBSPRP) tidal marsh-upland transition zones in several restored salt ponds. Construction of transition zones requires a large volume of imported sediment (i.e., fill). The San Francisco Bay Regional Water Quality Control Board (RWQCB) currently requires that the import of sediment for the operation and maintenance of salt pond levees and construction of transition zones follows evaluation procedures and meets sediment screening criteria in the Master Quality Assurance Project Plan for Don Edwards San Francisco Bay National Wildlife Refuge (Master QAPP). The Master QAPP establishes the team responsible for QAPP implementation, describes fill material screening procedures, identifies limits on contaminants, and specifies the soil sampling and laboratory testing methods. The Master QAPP also describes quality assurance measures to be implemented during the transport and placement of fill and requires a quarterly report (prepared by a quality assurance officer) to RWQCB during fill import. Valley Water is seeking to continue to import sediment excavated during Stream Maintenance Program (SMP) operations and/or Raw Water Operations to Pond A8 in Alviso, California or another location within the Don Edwards San Francisco Bay National Wildlife Refuge (Refuge). Sediment imported to the Refuge is required to meet the contaminant screening requirements and follow import and documentation procedures described in the Master Quality Assurance Project Plan for Don Edwards San Francisco Bay National Wildlife Refuge (Master QAPP). This scope of work is to provide Valley Water with quality assurance officer services following all requirements detailed in the Master QAPP. This scope includes project management, sediment contaminant data review and associated technical memoranda preparation, sediment import oversight, and quarterly reporting. The quality assurance officer may also be asked to identify opportunities to develop pilot studies or other methods generally geared around facilitating beneficial reuse of stream sediment into the Bay. The agreement awarded under this RFP may be partially funded by a grant Valley Water received from the State of California, State Coastal Conservancy. Consultant will agree to adhere to such applicable State Contract Provisions. Full compliance with all applicable laws and regulations will be required of the successful Proposer.
