In general, the successful consultant(s) will provide on-call consultant services to the City in all or most of the areas listed below. The proposer is asked to define the approach and the specific scope of work and methodology to achieve the objectives presented in this Request for Proposals (“RFP”). The proposer should include a refined scope of work by developing a detailed description of all project tasks, both those suggested in this RFP and any changes, additions or recommendations proposed. The range of services requested include: Current Planning The Planning Office staff requires assistance from time to time in processing projects requesting entitlements and requiring staff to analyze projects for compliance with the City’s General Plan, Zoning Ordinance, Subdivision Map Act, applicable specific plans, etc. Typical projects may include use permits, design review permits, and subdivision/condominium maps. Long Range Planning The Planning Office staff requires assistance with Sixth Cycle Housing Element implementation, General Plan Amendments, specific plan amendments, neighborhood plan amendments, and zoning amendments, and other similar planning projects. Environmental Analysis The Planning Office and the Public Works Department may require assistance with environmental analysis for compliance with the California Environmental Quality Act and the National Environmental Policy Act for planning and public works projects. These analyses may include initial studies, environmental assessments, mitigated negative declarations, finding of no significant impact, environmental impact reports and environmental impact statements. Peer review of similar studies and related technical studies prepared by other agencies may also be required. Economic Development The Community Development Department occasionally requires assistance with economic development projects involving planning, property sales and property development. Examples of economic analyses include development proposal review and preparation of proformas, nexus studies, fiscal impact studies, and financial analyses.
