1. Inspection Services: 1.1 The consultant shall assign one (1) full-time inspector to assist with multiple projects during the 2025-2028 construction season. The inspector must have at least ten years’ experience in heavy construction inspections, including roadway construction, storm drain upgrades, utility relocation, and other services anticipated during the construction of the projects listed in the background. The inspector must provide a vehicle that will be used during the inspection. 1.2 The inspector is expected to complete Daily Report and Project Photos Logs, Coordinate with the Contractor under the supervision of the City Engineer or Designee, review Request for Information (RFI), review of Submittals, review Request for Change Orders (CCO), ensure that the contractor is performing the work in accordance with the City’s Public Improvement and Engineering Standards (PIES), Plans and Specifications and other engineering standards. The inspector must be familiar with South Lake Tahoe environmental regulations, including experience with Tahoe Regional Planning Agency (TRPA) and Lahontan Regional Water Quality Control Board requirements and permits, Stormwater Management, Best Management Practices (BMP), Traffic Control System setup, Manual of Uniform Traffic Control Devices (MUTCD) requirements, California Department of Transportation (Caltrans) Standard Plans and Specifications, and other applicable standards and construction practices. 1.3 The inspector must also have experience working with the public and coordinate and resolve any issues with the residents affected by the construction activities under the supervision and direction of the City Engineer or Designee. The inspector must have QSP Certification. The inspector is expected to meet weekly with the assigned City’s Project Manager and coordinate all activities with the City Engineer or Designee. In addition, the Inspector must be available on a 24/7 basis if there are project emergencies. Emergencies will be addressed by City staff, but the Inspector may be notified for advice or consultation. All work areas must be safe for the public in accordance with City Standards and Project requirements. 1.4 Provide the total cost for the Inspector every week, including all direct, indirect, and vehicle costs. 2. Materials Testing Services: 2.1 The Firm shall provide materials testing on an as-needed basis, including but not limited to Asphalt Concrete, Portland Cement Concrete, other construction materials as specified in the Project Specification, and City’s Quality Control Manual . 2.2 Field testing and inspection assistance using Caltrans Methods and/or other Nationally Recognized Methods (i.e., AASHTO, ASTM, AMRL, CCRL, etc.) a. Native subgrade, trench backfill, fill material, import soils/aggregate base compaction testing. b. Portland Cement Concrete field and laboratory materials and compressive strength testing. c. Asphalt Concrete material testing and compaction field and laboratory testing. 2.3 The Consultant shall provide hourly rates for testing frequencies and quality assurance requirements from the City’s Quality Assurance Program (2025 QAP in Exhibit E) for the projects listed in the Background. Each of the above-mentioned City Projects proposed laboratory testing and field observation/inspection assistance will be estimated and represented in the RFP. The materials sampling and testing (Field and Laboratory) and field observation/inspection assistance requirements shall be identified and anticipated on an On-call/As-needed basis. 2.4 Provide evidence of Caltrans’ and/or other Nationally Recognized Laboratory Certification (i.e., AASHTO, ASTM, AMRL, CCRL, etc.) active status of field/laboratory testing equipment calibration/certification. 2.5 Provide a table listing the fee for each materials sampling/laboratory test and on-site testing and observation/inspection assistance hours, including documentation items for all staff and administrative services
