The City of San Jacinto (City) is seeking to pre-qualify professional environmental consulting firms to provide on-call, as-needed services in support of City-initiated and privately initiated development projects requiring environmental review under the California Environmental Quality Act (CEQA) and, where applicable, the National Environmental Policy Act (NEPA). Selected Consultants will serve as an extension of City staff to prepare or peer-review environmental documents, conduct technical studies, manage environmental review processes, and provide expert guidance to ensure regulatory compliance and legal defensibility. The City anticipates sustained development activity over the next several years, including residential master plans, commercial and industrial projects, infrastructure improvements, and long-range planning efforts. To support this activity, the City is establishing updated On-Call Environmental Consultant Lists through this RFQ process. This RFQ will result in the formation of three (3) distinct lists: • Private Development – Comprehensive Environmental Review • Capital Improvement Program (CIP) Environmental Services • Qualified Consultants – Technical Expertise
