CONSULTING SERVICES NEEDED The City of San Carlos is seeking proposals from qualified firms or individuals to provide on-call Economic Development and Housing Consulting Services. The City is interested in entering into contracts with several qualified firms to utilize, on an as-needed basis, based on expertise, availability and cost. Firms are not required to offer the full range of services listed and are encouraged to apply even if they can assist with only one or a few specific areas. Potential scope of services may include, but is not limited to: Economic Development Project-specific strategic advice and analysis for real estate assembly and development projects such those in the El Camino Real corridor and other potential opportunity sites. Advise the City on strategic property selection, negotiations, and acquisition. Provide real estate market data and analysis. Prepare fiscal impact analyses. Identify current and future funding sources and tools for economic development. Redevelopment Agency Dissolution Monitor and advise the City on enacted and future legislation. Assist in compliance and preparing reports for Successor Agency, Oversight Board, and Department of Finance. Housing Assist in the management of housing assets retained by the City as successor to the RDA’s Low and Moderate Income Housing Fund. Provide strategic advice, negotiation assistance and analysis for proposed low-income tax credit and affordable housing developments. Assist in compliance with state housing obligation requirements. Monitor state and federal legislation regarding housing. Identify potential funding opportunities for housing.
