4.1. Project Objectives The City of Benicia Community Development Department is seeking professional proposals to provide Staff Augmentation on an as-needed basis for Development Engineering. The goal is to minimize response time and improve customer service by supplementing in-house staff with consulting services. Requested services include onsite inspections for residential and commercial projects, project management, processing and reviewing permit applications, and coordination. Interested parties are requested to submit a response letter specifying the service areas they are applying for. The submission should detail your firm's qualifications, including a portfolio of services provided to other municipalities, qualifications of the principal staff, and any other supporting documents that demonstrate your expertise in the required service areas. Firms should have five or more years of professional work experience in the public sector. Also, please provide a rate sheet for 2025, listing job titles and their corresponding hourly billing rates to be uploaded separately. This solicitation is for a contract period of two years, with the possibility of two additional one-year extensions. Proposals should include anticipated rate adjustments for all billable services, with the understanding that annual increases will not exceed 5% or the current year's Consumer Price Index (CPI) increase for the San Francisco Bay Area, whichever is lower. By this Request for Proposal (RFP), the City intends to pre-qualify a limited number of full-service firms for professional services for plan review, permitting, and inspections of commercial, residential, and private development projects. The request for multiple Agreements for Professional Services with consultants will provide staff augmentation as a standard practice to cover spikes in workloads, staff vacancies, and specialty assignments that require unique qualifications. Qualified and experienced staff is required to be available for these services daily or as agreed upon by the City. Firms responding to this RFP should be able to demonstrate that the personnel that they employ on behalf of the City possess certifications and/or licenses relevant to the work they are performing under Section 18949.28 of the California Health and Safety Code
