Qualified environmental planning firms (i.e., all firms on the list of qualified consultants) would conduct environmental review for the city’s current entitlement applications and advanced planning projects, in compliance with the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), and state and local planning and zoning laws, as applicable. Said firms should have experienced and knowledgeable staff with proficiency in conducting environmental analysis, preparing technical reports and analyses and/or managing peer review of technical reports, and preparing and managing the required public review of Negative Declarations (NDs/MNDs) and Environmental Impact Reports (EIRs). Staff expertise should run the gamut from project scoping to recordation of determinations; but also include experience in preparing and administering Mitigation Monitoring and Reporting Programs (MMRPs).
