Consultants on the QCL must have the ability to perform the tasks and deliverables listed below. Which tasks and deliverables are needed on a given project will vary based on the individual project scope. a. Perform all levels of environmental review services under CEQA, including review of materials provided to the CPUC before formal applications are filed (i.e. prefiling process preferred by the CPUC); peer review of applicant-prepared draft versions of CEQA documentation; review project objectives; and assist in the evaluation and development of a reasonable range of potentially feasible alternatives (i.e., in Environmental Impact Reports); b. Prepare Initial Studies, Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports, and Mitigation Monitoring and Reporting Plans; provide related compliance monitoring and reporting during construction; c. Prepare and/or review Environmental Assessments (EAs) / Environmental Impact Statements (EISs) and/or other NEPA materials as necessary; d. Evaluate applications for the potential to qualify for categorical exemptions and statutory exemptions pursuant to CEQA and for the potential to qualify for categorical exclusions pursuant to NEPA; e.
