In 2006, the Port of Long Beach, in partnership with the Port of Los Angeles, adopted the landmark San Pedro Bay Ports Clean Air Action Plan (CAAP). The CAAP is a comprehensive strategy to reduce port-related air pollution and related health risks, while supporting continued port development, job creation and economic growth. In 2010, an update to the CAAP documented progress made in implementing the original CAAP, established long‐term targets for reducing cancer risk and air pollution from port‐related goods movement, and incorporated new regulations and detailed strategies. The most recent CAAP update, released in 2017, outlines even more aggressive strategies to reduce pollution and greenhouse gases, and transition to zero-emission operations over the next 20 years. Key goals include converting all terminal equipment by 2030 and transitioning the truck fleet by 2035 to zero-emission technologies, with interim targets based on the availability of feasible technologies. Proposers are encouraged to review the 2017 CAAP Update to understand the Port’s air quality priorities and long-term objectives. The CAAP can be found at www.cleanairactionplan.org. In addition to the CAAP, the Port’s Community Grants Program invests in initiatives that lessen the impacts of port operations on the surrounding community. These grants help address the effects on air quality, water quality, traffic, and noise on local schools, health-care centers, senior facilities and the wider community. More information may be found at www.polb.com/grants. To further these efforts, the Port is seeking qualified consulting firms to provide on-call air quality professional services. Recent services performed in support of the Ports’ CAAP have included air emissions reductions modeling, energy system evaluations, development and review of terminal infrastructure master plans, feasibility studies, technology demonstrations, stakeholder outreach, regulatory advocacy, and grant preparation/administration. Selected consultants will play a key role in advancing the Port’s clean air initiatives and achieving the CAAP’s near- and long-term goals.
