All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: services of a Nurse Educator and Continuous Quality Improvement (CQI) Program Coordinator to provide Paramedic Continuing Education and CQI program implementation. Under the direction of the EMS Battalion Chief and working on concert with the Medical Director, the Nurse Educator / CQI Program Coordinator shall perform a wide range of duties related to education and training for the PFD as defined by the Los Angeles County Emergency Medical Services Agency (LAC EMSA). Maximum services hours under this contract are not to exceed 80 hours per month. The duties shall include but may not be limited to: A. Training A. Education and training based on data gathered from within the CQI Program B. Policy update for training as necessary C. Education and training to new employees to ensure medical competencies D. Any other EMS training deemed to be appropriate and necessary to optimize the delivery of pre-hospital care E. Observation of current operational practices and development of course work and training to improve system and individual performance 1. Participate in direct observation of field responses (ride-alongs) with paramedics on each shift (A, B, C) at least once a year F. Participate in EMS Skills for the Department’s lateral recruitments B. Quality Improvement: A. Assist in the development and review of individual Performance Improvement Plans B. Provide recommendations as to the adequacy of existing EMS training programs and their alignment with existing “standards of care” C. Provide recommendations for equipment enhancements that are consistent with the current standard of care D. Collaborate closely with receiving hospitals to track patient outcomes E. Attend at least three of the four quarterly EMS Quality Improvement Committee meetings annually F. Creation of periodic reports that illustrate the type and quantity of EMS education and training provided within the system. 1. As specified by the Pasadena Fire Department 2. As specified by the LA County Department of Health Services (LAC DHS) EMS Agency G. Keep records of patient care indicators and publish a report to the Los Angeles County EMS Agency as required by policy H. Review incidents with unusual or adverse patient outcomes, inadequate performance of EMS personnel and complaints related to the delivery of medical care. I. Evaluate compliance with the legal documentation requirements of patient care in collaboration with the EMS Battalion Chief and Medical Director J. Assist in developing the electronic patient care reporting program: A. Review data collection fields and compliance with EMS agency requirements B. Focus on CQI Program / data management K. Any other Quality Improvement plans or programs deemed to be appropriate and necessary to optimize the delivery of pre-hospital care
