This project is located on Grape Street between Harbor Drive and State Street. The project consists of asphalt concrete pavement rehabilitation (mill & overlay, dig outs, etc.), slurry seal, vehicle loop detection installation, signage, pavement markings, vertical delineators, parking meter removal (by City), minor drainage improvements and curb and gutter replacement. This project has less than 1.0 acres of disturbed area and contains a Water Pollution Control Plan (WPCP). This work requires General Order 88-B (GO-88B) compliance as defined by the California Public Utilities Commission (CPUC). Contractor is also required to obtain the following permits: file the contractor portion of the application for work within City of San Diego right-of-way (City form DS-3037); traffic control permit with the City of San Diego; a noise abatement permit for night work with the City of San Diego; and a joint right of entry (JROE) permit with Metropolitan Transit System (MTS) and North County Transit District (NCTD). Contractor and all personnel involved in work within MTS right-of-way (“MTS R/W” or “SDMTS R/W”) must successfully obtain both MTS and NCTD Roadway Worker Protection Training. Contractor laydown areas are not shown on the plans; any proposed laydown areas must have security fencing and be approved by the City of San Diego. PACIFIC HIGHWAY (CIP 104299B) This project is located on Pacific Highway between W. Laurel Street and Washington Street. The project consists of asphalt concrete pavement rehabilitation (mill & overlay, dig outs, etc.), slurry seal, median removal and reconstruction, curb & gutter, sidewalk, traffic signal modifications, street light luminaire upgrades, curb ramps, pedestrian push buttons, vehicle and bicycle loop detection installation, signage, pavement markings, vertical delineators, minor drainage improvements, minor utility relocations, permanent storm water Best Management Practice (BMPs), landscaping and irrigation. This project has greater than 1.0 acre of disturbed area and requires a City of San Diego Storm Water Pollution Prevention Plan (SWPPP). Contractor is also required to obtain the following permits: file the contractor portion of the application for work within City of San Diego right-of-way (City form DS-3037); traffic control permit with the City of San Diego; a noise abatement permit for night work with the City of San Diego; a Caltrans Encroachment Double Parent Permit for work within Caltrans right-of-way (under the Caltrans overpass); and a Port of San Diego District Conditional Permit Approval (DCPA) for work completed on Port Tidelands/Port of San Diego (Port) property. This project includes eight (8) locations where work will be completed outside the existing City of San Diego right-of-way and requires maintenance easements to the City of San Diego which will be recorded near the end of the construction contract. To complete the work prior to the recordation of the easements, the Airport Authority and Port of San Diego will provide the Contractor and the City of San Diego a signed “Letter of Permission for Offsite Grading/Improvements” for each location to have approval to begin demolition activities (two (2) locations on Airport Authority property, six (6) locations on Port property). The Port of San Diego will also issue the Airport Authority and Contractor a Right of Entry (ROE) agreement for the six (6) locations where work is being completed on Port property prior to easement recordation.
