Contractor’s scope will include architectural, engineering, technical services, and design services during construction (“Services”), including the preparation of plans, technical specifications, probable construction cost estimates, schedule of quantities and prices, packaging the bid documents, bid evaluation, design support services during construction, and project closeout. Design will incorporate all requirements determined during the concept design developed for this facility including, but not limited to, the site planning, utilities, and systems infrastructure shown/included in the VTA furnished documents. VTA envisions the project to be constructed in two phases. Contractor will prepare two separate design packages and bid packages. Phase 1 scope will consist of utility and systems infrastructure outside the fenced limits of the new OCC facility at Cerone. Utility and systems infrastructure, including communications system connecting the new OCC to the existing OCC and SCADA systems at the VTA’s Guadalupe Yard, that will be required for the complete operation of the new OCC facility. Phase 2 scope will consist of the building and site improvements. Phase 2 will also include final utility connections to the utilities and system infrastructure installed under phase 1 to the new OCC building and to the existing systems/SCADA infrastructure at Guadalupe Yard. Due to the nature of the project, designs for both phases must occur simultaneously with construction of phase 1 as a precursor to construction of phase 2. Contractor will be responsible for performing all site investigations and studies needed to develop design submittals. The Contractor will be responsible for performing all work necessary to develop a complete design, construction/bid documents, even if not explicitly listed below in the list of deliverables. The new OCC is anticipated to be a two floor, ~21,000 sq. ft. building and will be designed to meet the rules and regulations of the 2019 California Administrative Code, Title 24, Part 1, Chapter 4, Article 1 Essential Services Buildings. The first floor will be ~ 15,000 sq. ft., second floor will be ~6,000 sq. ft. and include the following: • Operations control theater room with overhead visual display (OVD) wall and associated audio visual (AV) equipment. • Offices, meeting, and training rooms, etc. and all associated furniture, fixtures, and fittings. • Locker rooms, break rooms, restrooms, and circulation. • Space to collocate VTA’s OCC field staff. • Telecommunications, fiber optic cabling, WI-FI infrastructure, public address system, distributed antenna system, surge suppression system, CCTV, access control and SCADA equipment, and other requirements to support spaces essential to the operations of the new facility. Contractor will transfer all existing SCADA/Data points currently terminated at the existing SCADA system (within the VTA SCADA network) at Guadalupe Yard and River Oaks data center to the new SCADA system at the new OCC facility. • Site planning, security, and access control. • LEED Silver Certification.
