Bidder shall provide labor, equipment, tools and materials required to provide a comprehensive herbicide application program, weed mitigation, and landscape maintenance to the designated areas of the Redlands Municipal Airport in the attached map “Redlands Municipal Airport Weed Abatement and Landscaping Agreement”. All services shall be performed to industry standards and shall keep the designated areas maintained at a high level of quality, considering aesthetics, safety, airport operations, and the municipal code in the work performed. Specifications of the program are listed below. • Trimming shrubs, bushes, or brush; and/or cutting down brush, shrubs, or bushes • Weed trimming • Herbicide application where applicable • Clean up of debris from paved areas – no grass clippings, vegetation debris shall be left behind • Provide bi-weekly (twice a week) weed abatement • On-call services as needed • Service term is from 1 year: September 2024 to September 2025 1. Site inspections: The city’s representative or designee may periodically inspect all aspect of the spraying, mitigation, and maintenance operation. The visits and observations by the Airport’s representative or designees shall not relieve the contractor of the obligation to conduct its own inspections in the work and the effectiveness of the herbicide application. The contractors’ inspections shall be performed at least twice per month by a supervisor. The supervisor or point of contact should be able to competently inspect workmanship and communicate clearly both orally and in writing with City staff. 2. Plant material: a) Ground Cover: Shall be trimmed to keep plant material clear of curbs, hardscapes, trees, edges, structures and other miscellaneous objects. It shall be trimmed to maintain the ground cover at an appropriate height according to the specific species and recommendation of city staff. b) Shrubs: Shall be trimmed and maintained to keep the natural shape of the specific species. Pruning of dead or diseased branches shall be done accordingly. Pruning and trimming shall be performed at the appropriate time of year to maximize aesthetics. 3. Chemical Application: The Contractor shall provide all chemicals. Chemicals are to be applied according to the manufacturer's recommendations and comply with all ordinances and governing agencies. The Contractor shall provide the City with SDS sheets prior to spraying. A copy of the SDS sheets shall be provided in this submittal of chemicals the Contractor is going to spray at the Airport. All herbicide applications by the Contractor shall be under the direct supervision of a person possessing a license or certification with endorsements by the State of California as a Pest Control Applicator. A copy of the license shall be provided to the District and is to be included in the submittal. All Contractor’s employees shall handle herbicides in accordance with all applicable federal, state, and local laws, regulations, and local requirements, while on the job site. Contractor shall have a copy of the SDS for the chemical spraying on the vehicle. 4. Weed Abatement: Areas including surrounding concrete sidewalks, curbing, sign/monument bases, miscellaneous pathways and miscellaneous hardscapes shall be kept free of weeds and unwanted volunteer growth. a) Proper techniques shall be used when applying pesticides. Applicators shall adhere to all state and local regulations including those set forth by the California Department of Pesticide Regulation. 5. Hours, Days of Service, and Notification: The Contractor shall perform services during the airport’s standard business hours. All application will be coordinated with the Airport’s authorized personnel in respect to the time of year and type of application. No less than three business days advance notice prior to the commencement of will be provided to the Airport’s representative.
